Richard's research interests focus on judicial politics and the tools of judicial decision-making in both American and comparative contexts. He is the author of "Precedent in Operation" in the Winter 2004 issue of Public Law. He is a 2001 recipient of the Marshall Scholarship. His current projects include a study of the form and substance of federal agency policymaking under a regime of judicial review.
