Visit to include lecture, student counseling

John B. Bellinger III '82, former Legal Advisor to Secretary of State Condoleezza Rice, will be Practitioner-in-Residence at LAPA from March 30 – April 2.  Bellinger's visit will include a public lecture on "International Law Challenges for the Obama Administration: From Closing Guantanamo to Engaging the International Criminal Court," scheduled for April 1 at 4:30 p.m. in Dodds Auditorium. 

He will also hold special sessions for undergraduate and graduate students, counsel students on public service career opportunities, serve as guest lecturer in several classes, and have office hours to meet with faculty and students.

Mr. Bellinger served as Legal Adviser to Secretary of State Condoleezza Rice from April 2005 to January 2009, having previously managed her Senate confirmation and co-directed her State Department transition team.  As Legal Adviser, he directed a staff of 180 lawyers who advise the Secretary of State, U.S. Ambassadors, and the State Department on U.S. and international law applicable to U.S. foreign policy.  During trips to eighteen countries, Mr. Bellinger represented the United States before the International Court of Justice and the Iran-U.S. Claims Tribunal, negotiated a number of treaties and international agreements, and promoted an active dialogue with U.S. allies and international organizations on human rights and international humanitarian law issues.  Prior to his appointment as Legal Adviser, Mr. Bellinger served as Senior Associate Counsel to the President and Legal Adviser to the National Security Council at the White House, where he was Dr. Rice's principal lawyer when she was National Security Adviser.  He previously served as Counsel for National Security Matters in the Criminal Division of the Justice Department during the Clinton Administration (1997-2001), as Special Counsel to the Senate Select Committee on Intelligence (1996), and as Special Assistant to Director of Central Intelligence William Webster (1988-1991).

Mr. Bellinger graduated from St. Albans School in Washington, D.C., and received his A.B. from the Woodrow Wilson School in 1982, his J.D. from Harvard Law School in 1986, and an M.A. in Foreign Affairs from the University of Virginia in 1991.  He is a member of the Council on Foreign Relations, the American Council on Germany, and the American Law Institute.  He is also a member of the Advisory Committee of the Princeton Scholars in the Nations Service Initiative.
